THE OPERATING BRIEF

The story in focus

BBC News reports US Secretary of State Marco Rubio visited Reliance's Jamnagar refinery in Gujarat during his second India trip this year, meeting Mukesh Ambani and discussing energy cooperation and commercial partnerships. Reliance disclosed no supply commitments; Rubio said the US wants the refinery to process more Venezuelan crude.

  • Reliance's Jamnagar complex can process about 1.4 million barrels of crude a day, roughly 1.5% of global refining capacity, per the company website.
  • Reliance said talks covered the global energy landscape and commercial partnerships in conventional and new energy, without addressing crude purchases or product supply commitments.
  • India's merchandise exports to the US rose 11.1% to $50.81bn between April and September, with the surplus narrowing to $18.48bn, per India's commerce ministry.

Refinery stop anchors energy-focused trip

Rubio met Indian Foreign Minister S Jaishankar and business leaders in Mumbai before ending the trip in Jamnagar, Gujarat, home to the refinery owned by Mukesh Ambani, per BBC News. The official itinerary omitted Delhi, which drew questions from Indian opposition politicians.

Reliance said the visit included discussions on the global energy landscape and opportunities for commercial partnerships across conventional and new energy. It did not specifically address commitments to buy crude oil or supply refined products.

Before the refinery tour, Rubio called India a refining superpower and said the US wanted Reliance to process more Venezuelan oil, noting the company has handled heavy crude in the past. Reliance was once among the largest buyers of Venezuelan crude before US sanctions disrupted trade, and re-emerged as a major importer after sanctions were eased.

Trade friction runs alongside energy talks

The visit came amid tariffs on Indian goods and an elusive bilateral trade deal. India's foreign ministry said both sides welcomed progress in trade negotiations and reaffirmed commitment to concluding a deal. The US State Department said the trip would focus on energy cooperation, commercial investment and economic ties.

India's merchandise exports to the US reached $50.81bn between April and September, up 11.1% year on year, according to India's ministry of commerce. Imports rose to $32.33bn from $25.66bn, and the merchandise trade surplus narrowed to $18.48bn from $20.07bn.

Atlantic Council senior fellow Michael Kugelman told the BBC that Rubio sought greater refining of Venezuelan oil and assurances that Reliance remained interested in backing a proposed Texas refinery announced by President Donald Trump in March at the Port of Brownsville. Reliance has not publicly commented on the project, and no details or start date have been disclosed.

Did the Rubio visit produce any confirmed oil supply commitments?

No. Reliance's statement covered broad energy and commercial partnership discussions without addressing crude purchases or product supply, and no commitments were disclosed by either side.
